A friend of mine recently found this Flareon Gold Star and he is considering getting it graded. What do you think would be the best possible grade if prepped carefully?

Kouichi Ooyama's art style has always appealed to me, with that hand-drawn/rough sketch aesthetic. He illustrated several cards for the vending machine series that released in Japan in the late 90s, and this is one of them.
Happy to have this derpy guy in the collection.
