Batman captures a criminal called Big Mike Russo and he is sent to prison. However, once inside, Russo manages to get control of the entire facility with aid from his gang, who had captured the prison's warden and have replaced him with one of their own men disguised as the man. Russo releases some of the most notorious criminals and they start creating chaos in the city, while he controls the operations from inside the prison.
When Batman encounters one of the criminal factions robbing a bank, he tries to stop them, but he fails. However, he notices that one of the thugs is a convicted criminal who should be in prison. With help from Commissioner Gordon, Batman visits the prison, but he finds that the criminal he saw at the crime scene was held up in his cell. Before leaving, Batman checked over the cell of Russo and noticed that the man was wearing different shoes than the rest of the inmates and once they were outside, Batman asked Gordon to arrange something so Batman can be arrested as an undercover agent to investigate inside the prison.
With a different appearance, Batman is disguised as a ruthless criminal and soon, Russo asks him to be part of his next crime. Before leaving the prison, Batman contacts Robin and informs him of Russo's plan. When the criminals reach their destination, Batman reveals himself and with help from Robin fight against Russo's thugs. After a long strugle, Batman and Robin are finally outnumbered and they are both taken back to the prison, where Russo plans to kill Batman on the gas chamber. Using a last wish, Batman asks some medicine from Robin and he delives the capsules to Batman, who is then placed on the gas chamber and apparently killed.
When the criminals take out the body, Batman recovers and together with Robin they get the situation under control by releasing the true prison guards and placing all the criminals back on their cells.

An advertisement appears on the newspapers about a man under the alias of A. Rekoj, summoning practical jokers for some kind of job. The applicants perform in front of the old man Rekoj and after a long casting process, only the most reckless are chosen. Rekoj tells them to pick up some objects and then reveals his true identity as Joker. The criminal has framed the various jokesters by making them touch weapons used in crimes and with the upper hand, he tells his new henchmen that they are going to create havoc in the city by playing some of the most ruthless practical jokes. In this way, the city becomes chaotic and the police are baffled with these new crimes.
Batman and Robin investigate this cases and they are informed about the Joker's next target. The duo go to the place to prevent Joker from stealing a valuable gem, but they are confronted by dozens of Jokers. Outnumbered, the dynamic duo are defeated and when they recover, they learn that while they were fighting fake Jokers, the real Joker was stealing a true gem elsewhere. Joker calls Batman and gives him another clue for his next hit, but Batman can't solve the riddle.
The answer comes to Bruce later as he learns that a famous Duke is arriving soon at the city. Batman deduces that Joker is going to attack the duke and his deduction proves right when the Joker in fact kidnaps the duke and disguises as him in order to steal ten thousand dollars. When Batman and Robin arrive to the place and try to stop him, they have to fight all of Joker's practical jokers and the clown prince of crime manages to escape. After defeating all of Joker's henchmen, Batman and Robin follow him to the railroad station, where Joker takes a train out of the city. Batman and Robin also get on the train and they chase Joker across the wagons all the way to the top, where during a final battle, Joker falls to the river below.
Batman and Robin recover the stolen money and there is no sign of the Joker.

Batman and Robin witness a man being attacked by a group of gangsters and they come to his rescue. The criminals escape and the victim tells the duo that he was once in prison and a cellmate managed to get him a parole, but after getting out of prison, he was framed for a crime he didn't commit and when he refused to cooperate, the gang attacked him.
Batman and Robin take the man to a hospital were they prevent him from being attacked again and soon, Batman decides to infiltrate prison to learn more about the parole racket. Disguising himself as a criminal, Batman joins the cellmate that offers paroles to other inmates and soon, with his new identity, Batman is out on the streets where he is approached by the gangsters and they offer him a job. Batman reveals his true identity and captures some of the criminals with help from Robin. However, Robin is captured by the gang leader, who is in fact the leader of the parole board in the prison.
Batman goes to the gang's hideout, rescues Robin from the criminals and during a final confrontation with the leader, they both fall to the elevator's shaft, but Batman manages to hold the cable while the gangster falls to his death.
